Commercial Reinstatement Works in Singapore: A Tenant’s Guide

Most tenants think hard about their fit-out when they move into a commercial unit. Far fewer think about what happens when they move out. Then the lease runs down, the landlord’s letter arrives, and suddenly there are six weeks to return the unit to its original condition — while still running the business inside it. This guide covers what reinstatement usually involves, where tenants get caught out, and how to plan it without paying rent on an empty unit.

What Reinstatement Actually Means

Reinstatement is the work of returning a leased unit to the condition set out in your tenancy agreement — often called “original condition” or “bare condition”. In practice, that usually means undoing most of what was built for your business: partitions come down, flooring comes up, and services go back to how the landlord handed them over.

The key point is that the scope is not decided by you or your contractor. It is decided by your lease. Two tenants in the same building can have very different reinstatement obligations depending on what their agreements say and what condition the unit was in at handover.

Read the Reinstatement Clause Early

Based on what tenants commonly ask us, the single most useful thing you can do is dig out the reinstatement clause well before the lease ends — ideally two to three months ahead. Look for what “original condition” means in your case, whether the landlord holds photos or a schedule of the handover condition, and whether the building management has its own requirements on top of the lease.

Some landlords and mall managements also require contractors to be registered with them, carry specific insurance, or work only during permitted hours. Finding this out late is a common cause of delays.

Typical Works Involved

The scope differs from unit to unit, but in many reinstatement projects the work includes some combination of: hacking and removing partition walls, dismantling false ceilings and built-in carpentry, removing flooring back to screed or the original finish, capping off electrical points and data cabling that were added during the fit-out, terminating plumbing that served pantries or toilets you installed, patching walls and ceilings, and repainting to the required colour.

Where a shopfront, signage, or air-conditioning was altered, those usually need attention too — which brings us to the items people forget.

What Commonly Gets Missed

A few items turn up again and again at the final joint inspection.

Air-conditioning is the big one. If you added or relocated fan coil units or ducting, the landlord may expect them removed or returned to the original layout, and aircon works often need a specialist rather than the general contractor. Signage and external works are another — the sign comes down, but the mounting holes and faded outline behind it still need making good. Fire protection alterations, such as sprinkler heads that were shifted for your ceiling design, may need to be reinstated by an appropriately qualified contractor. And finally, the paperwork: some managements want method statements or permits before any hacking starts, the same as they did for your original fit-out.

None of these are difficult, but each one adds days if discovered late.

Timeline: Why Starting Early Saves Real Money

Reinstatement has a hard deadline that renovation projects usually don’t: the day your lease ends. Hand the unit back late or incomplete, and many leases allow the landlord to charge rent, or arrange the works themselves and bill you — typically at higher cost than doing it on your own terms.

In many projects, physical reinstatement of a small-to-medium commercial unit takes one to three weeks on site. But the full timeline is longer once you add getting quotes, management approvals, scheduling around your own move-out, and the final joint inspection with buffer to fix anything flagged. That is why we suggest engaging a contractor four to eight weeks before lease end, depending on how heavy your original fit-out was.

What Affects the Cost

Rather than quote figures that would be wrong for your unit, it is more useful to know what moves the price. The main factors are the extent of your original fit-out (a bare office with a few partitions is a very different job from a fully fitted F&B unit with kitchen exhaust and floor traps), the amount of hacking and debris disposal involved, aircon and electrical reinstatement scope, building constraints such as night-works-only rules or long lift-protection routes, and how much making-good and repainting the surfaces need.

A proper quotation should follow a site visit and a copy of your reinstatement clause — not a phone estimate. If a price sounds unusually low, check what has been excluded; disposal and aircon works are the usual gaps.

Handing Over Cleanly

The goal is a single, smooth joint inspection. A contractor who has done reinstatement work regularly will photograph the completed unit, keep disposal records if the management asks for them, and leave a short window before your lease end date so anything raised at inspection can be fixed without drama.
